What is the mayor of Oak Bay hiding? From day one of his quest for a cull the whole procedure has been shrouded in mystery, and whenever facts did emerge they were distorted and wrong.

And then to add further to this clandestine operation, the trappers have been told to note the description of any persons who might be observing and the licence plate number of their vehicles, and to report it to the police.
