Oak Bay plans to rejig its animal control bylaw to allow beekeeping in commercial zones.

Staff outlined the options during the May 23 council meeting in response to an earlier request from council for a project backgrounder. After having a first look, staff said it was easier to provide a more fulsome report with potential changes outlined.

Council sought the information after a November 2022 committee meeting where they heard a request to open the bylaw to allow beekeeping as the Oak Bay Beach Hotel pursued potential hives on its roof.

The report, penned by Brian Green, deputy director of community building and planning, clarifies the options and includes a draft of what the text changes would look like for the zoning and animal control bylaws.

Council asked staff to bring forward a zoning bylaw amendment and animal control bylaw amendment to permit beekeeping in commercial zoned areas for consideration of readings and adoption. As current policy does not allow for roof hives, staff will also report back with further options to allow upper level apiaries.
