On the agenda for Committee of the Whole tonight

There is a committee of the whole meeting tonight starting at 7 p.m. at municipal hall.

Parks, Recreation, and Culture is at the top of the agenda with meeting minutes to be adopted.

Next, Debbie Carter, director of Financial Services, will present a report that introduces a Reserves and Surplus Policy for council consideration. The proposed policy was developed to provide guidelines and direction for establishing and maintenaning reserves and surpluses, which will assist the district in moving toward financial stability and flexibility so that it can respond to infrastructure needs as they arise. Staff put the report together at council’s request.

Land use applications follow, with three properties on the agenda.

First, there is an Uplands Siting and Design application to construct an addition to an existing single family home at 2745 Beach Drive. The proposed changes include removing an existing 1990s addition and in its place, constructing a flat roof, one storey addition to house a new kitchen and mudroom and a new terrace.

Second, is a development variance permit application to permit additional hard surfacing in the front yard at 1043 St Patrick Street. Oak Bay bylaws for the property set the maximum permitted paved surface of the front yard to be 25 per cent. The owner is seeking a variance to allow for 33 per cent.

The last one is a development variance permit application to modify the previously approved parking layout for a multi-family development at 2314 Oak Bay Avenue. The owner is proposing to add two units to the multi-family development (a different application not addressed at tonight’s meeting) and in doing so is required to review the onsite parking.
