Quest for four storeys on Oak Bay Avenue back before council

Online petition outlines setbacks, parking, traffic and blasting concerns of neighbours

Council is set for its first look at the latest proposal for a four-storey condo building at 2326 Oak Bay Ave.

Previous pitches for the building called Quest date back a decade, but have yet to reach the public hearing.

Residents in the past have opposed the proposal with a petition titled “stop the quest” appearing online this summer. Outlined concerns echo those voiced previously, including parking, blasting, height, massing and setbacks.

It was most recently rejected by council in March 2022.

Currently housing a single-family home, the site is close to Oak Bay village and flanked by multi-unit buildings with a single-family home on the property behind. Zoned single-family, the property is designated in the official community plan for multi-unit residential development.

Zoning and development permit reports are on the council agenda for the Sept. 11 meeting, with staff recommending council direct staff to bring forward a zoning amendment bylaw for a comprehensive zone for the property.

The staff recommendations also come with a series of conditions. They include that the applicant prepare a restrictive covenant that secures a $60,000 community amenity contribution; build to Step Code 3: secure travel demand measures, such as a car share membership; and ensure implementation of the sustainability features of the proposed development. The sustainable features include a rain garden, bike storage with electric charging, on-site composting, recycling sorting and collection, low-flow plumbing fixtures, photovoltaic panels, stormwater attenuation and electric vehicle charging outlets for each parking stall.

Recommended conditions also include tree preservation measures around the southeast corner of the lot adjacent to a neighbouring oak tree, including new enriched planting soils and irrigation system; ensure promised adaptable units; a stormwater management system and maintenance plan; and off-site improvement works including sidewalk improvements, bench and enhanced pedestrian crossing.
