Oak Bay Coun. Hazel Braithwaite arranges lowers at the Bay Centre during the kickoff for the Flower Count. Braithwaite, the 2010 winner of the flower arrangement competition, had help this time from the Oak Bay Garden Club and made her famous homemade fudge for judges and onlookers. But she still lost to Victoria Mayor Dean Fortin.
