I do not know the exact population of Oak Bay but think it might be a few more than the 200 people surveyed.
I know people living in the vicinity of the lodge who were surprised to read a survey was taken.
Stand outside an airport and ask each person with a suitcase if they are travellers and you will get a very high majority who are.
Like polls, surveys can be skewed.
