Regarding the Bowker Avenue flood, why did it take so long to stop the water?
Municipalities need to have sensors that detect pressure drops and/or flow increases.
A problem in Oak Bay may be the vintage of piping was not set up well. For example, Oak Bay has much combined sewer-stormwater piping, whereas even an old area of Saanich has separate pipes.
Rockwell Avenue, for example, has both – including sewer pipe so old it is made of wood. But in surprisingly good condition, they only had to replace about 15 feet of it a few years ago when they inspected it.
