Police are investigating whether a man seen masturbating on Beach Drive near Broom Road on May 29 could be the same person who is a suspect in a series of incidences of public masturbation around Greater Victoria.
A witness reported seeing an Asian male masturbating at around 3 p.m. The suspect fled the scene before police arrived and was not located by officers.
